Rio Hondo Community Development Corporation (RHCDC), a local nonprofit based in the San Gabriel Valley, is playing a central role in the development of the Viscar Terrace Apartments in Murrieta. As the managing general partner of the affordabe housing project, RHCDC is helping lead the construction of 172 affordable units for families and individuals in Riverside County.
RHCDC’s Role in Affordabe Housing Project
The RHCDC housing project, located at 40475 Vista Murrieta and 40600 Myers Lane, is being developed in partnership with national and state housing agencies. The project includes five residential buildings with a mix of one-, two-, and three-bedroom apartments, targeted at households earning between 30 and 70 percent of the area median income (AMI). Two units will be reserved for on-site property managers.
RHCDC serves as the managing general partner in the project, providing nonprofit leadership and oversight. Viscar Terrace LLC, a private entity, is serving as the administrative general partner, responsible for day-to-day coordination, compliance, and investor relations. This partnership structure combines RHCDC’s mission-driven focus with administrative support to ensure long-term success.
RHCDC, which has a mission to increase affordable housing opportunities in underserved communities, is managing the project in collaboration with its development and financial partners. Funding includes $70 million in tax-exempt bonds approved by the City of Murrieta, over $28 million in federal and state tax credits, and $2.7 million in Neighborhood Stabilization Program funds allocated by Riverside County.
“Affordable housing isn’t just about buildings. It’s about giving families a foundation,” said RHCDC Executive Director Kenneth Ferreira. “This RHCDC housing project is a long-term investment in equity, stability, and opportunity for working families in Murrieta.”
Construction and Community Impact
Construction on the RHCDC housing project is expected to begin by mid-2025 and reach completion by mid-2027. Once open, Viscar Terrace Apartments will provide deeply affordable homes to residents, with 68 of the 172 units subsidized by Section 8 project-based vouchers.
The development is designed to meet energy efficiency standards and includes community amenities such as a central courtyard, playgrounds, and on-site supportive services. These features align with RHCDC’s holistic approach to neighborhood revitalization, which focuses on both housing and human development.
With New Affordabe Housing Project, RHCDC expands into Inland Empire
The Viscar project is RHCDC’s first in Riverside County but follows a legacy of successful housing developments in Los Angeles County. The organization continues to work with local governments and private partners to address the region’s growing housing needs.
“We see this as the beginning of deeper engagement in the Inland Empire,” Ferreira said. “Our goal is to be a trusted partner in bringing more high-quality affordable housing to communities that need it.”
With the RHCDC housing project now advancing through final permitting and pre-construction stages, stakeholders are optimistic that Viscar Terrace will serve as a model for collaborative affordable housing development in the region.
