In response to increased immigration enforcement across Los Angeles County, El Monte city officials have launched the El Monte Cares program, a rapid-response initiative designed to support families affected by recent raids in the San Gabriel Valley. The program was announced Thursday during a press conference at the Mountain View Family Center, where Los Angeles County Chair Pro Tem Hilda L. Solis joined El Monte Mayor Pro Tem Marisol Cortez and local leaders to unveil a coordinated support system for vulnerable residents.
Emergency Aid for Families in Crisis
The El Monte Cares program was created in collaboration with the El Monte Business Alliance (EMBA) to provide urgent food assistance, legal aid, and health services. “As immigration sweeps intensify, too many families are being forced into the shadows,” said Solis. “This program ensures that no one in our community is left behind simply because they live in fear.”
Chair Pro Tem Solis also announced a $100,000 donation from her office to EMBA. The funding will be used for weekly grocery deliveries and legal defense services for households unwilling or unable to leave their homes due to enforcement activity.

Program Details and Weekly Services
Phase 1 of the program, currently in effect through June 30, includes weekly food distributions, immigration consultations, mental health services, and case management for seniors and families. Services are coordinated through the Mountain View Family Center. “El Monte Cares is how our city shows up—with real resources, not just rhetoric,” said Mayor Pro Tem Cortez. “We are here to say loudly and clearly: you are not alone.”
The program is led by Patricia Alarcón, a veteran in community development and emergency response. Her team is trained to work with families in a culturally competent and trauma-informed manner to ensure privacy, safety, and consistent care.
Expanded Support in Phase 2
Starting in July, Phase 2 of the El Monte Cares program will expand staffing, outreach, and service delivery to reach more families across the region. Services will continue to prioritize food security, immigration legal aid, and emotional wellness, with added capacity for housing referrals and school-based support.
The initiative was developed as a city-county partnership involving EMBA, the El Monte City Council, and nonprofit organizations. Councilmembers Longoria, Galvan, Dr. Ruedas, Crippen-Thomas, and Herrera were present at the launch, along with local business owners and student volunteers.

Weekly updates on food distribution sites and legal clinics will be posted on city websites and at community centers. EMBA will manage the direct service coordination, ensuring eligible families—especially those with children or elderly household members—receive timely support.
