A proposed apartment community in El Monte moved another step toward construction after city leaders approved a financing agreement for Esperanza Village Housing Development. The El Monte City Council unanimously approved an Interlocal Cooperation Agreement with Los Angeles County during its May 27 consent calendar, allowing the county to issue tax-exempt bonds that will help finance the project.
The agreement does not approve new construction or change the project’s previously approved plans. Instead, it authorizes the Los Angeles County Development Authority to issue tax-exempt multifamily housing revenue bonds for the development at 4024 Durfee Ave.
City officials said the financing agreement places no financial obligation on El Monte. According to the staff report, the bonds will be issued by the Los Angeles County Development Authority and repaid solely by the project’s developer. The borrower also must indemnify both the city and county against claims related to the financing.
The financing authority follows action by the California Debt Limit Allocation Committee, which authorized up to $37.5 million in federal tax-exempt bond financing for the project. Under California law, the interlocal agreement allows Los Angeles County to issue those bonds for a development located within El Monte’s city limits.
Tax-exempt multifamily housing bonds are commonly used to finance affordable rental housing by reducing borrowing costs for developers while avoiding financial responsibility for the local agency approving the agreement.
The City Council originally approved Esperanza Village in August 2024. Later that year, council members approved revisions affecting the project’s affordable housing component and other mixed-use features.
Plans call for 202 rental units serving seniors and families on the Durfee Avenue property. The latest council action addresses financing only and does not reopen land use approvals previously granted by the city.
The staff report states the agreement supports one of El Monte’s strategic goals by promoting community and economic development while expanding housing opportunities. No construction schedule or groundbreaking date was discussed during the May 27 meeting.
As housing affordability remains a challenge throughout the San Gabriel Valley, Esperanza Village Housing Development represents one of the largest residential projects planned in El Monte. Once completed, the development is expected to increase the city’s rental housing supply for seniors and families while redeveloping property along the Durfee Avenue corridor.
The council’s action marks another procedural milestone before construction can begin. Although financing is advancing, additional steps remain before work starts at the site.
