The Baldwin Park Greenway grand opening drew residents, officials and regional partners to Walnut Creek Nature Park on Feb. 14 for a long-awaited ribbon cutting. City leaders called the 2.3-mile path a milestone for active transportation along the San Gabriel River corridor.
The ADA-accessible route runs along the east side of the San Gabriel River from Ramona Boulevard to Walnut Creek Nature Park and continues south to Baldwin Park Boulevard. The City of Baldwin Park hosted the ceremony at the park, 701 N. Frazier Ave., and invited families to walk and ride the completed corridor.
City officials described the Baldwin Park Greenway grand opening as the culmination of more than a decade of planning, permitting and phased construction.
Planning And Permitting For Baldwin Park Greenway
Regional documents first referenced a related commuter bikeway concept in 2012, with an initial target completion date of 2015. That deadline passed as the city worked through design and jurisdictional approvals.
In January 2019, city staff submitted final plans to multiple agencies for review. Those agencies included the Los Angeles County Flood Control District, Caltrans and the U.S. Army Corps of Engineers. The corridor sits within flood-control right of way, which required encroachment permits and use agreements.
A City Council report from May 2019 outlined a maintenance and operations agreement for the Class I bikeway. The agreement addressed gate closures, security and graffiti abatement tied to the flood-control setting.
City staff later cited extended multi-agency review, including federal oversight, as a factor in shifting completion timelines.
Construction Milestones And Amenities
Officials broke ground in 2022 at Walnut Creek Nature Park. Phase I delivered the core asphalt pathway in fall 2023, according to city materials. Phase II wrapped in February 2026 with lighting, fencing, signage and landscaping.
The city states the Baldwin Park Greenway includes benches, bike racks, water fountains and fix-it stations. Lighting lines the path and entrances to improve visibility. Drought-tolerant landscaping and irrigation complete the corridor’s “greening” elements.
Mayor Daniel Damian said in a city statement that the project improves mobility, public safety and quality of life. He credited regional partners for funding and coordination support.
Funding sources include local transportation return funds, state active transportation grants and support from the Los Angeles County Metropolitan Transportation Authority. The city also cited assistance from the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy and other state agencies.
Community Impact And Regional Connections
The Baldwin Park Greenway connects neighborhoods near Ramona Boulevard with job centers and park space. City materials highlight access toward Kaiser Permanente Baldwin Park Medical Center and regional river trails.
At least one gate at Walnut Creek Nature Park operates from 8 a.m. to dusk, reflecting flood-control operating requirements.
With the Baldwin Park Greenway grand opening complete, city officials now point to a planned extension toward Hilda L. Solis Park. Leaders say the corridor strengthens links between Baldwin Park and neighboring communities along the river.
For residents in the southern San Gabriel Valley, the path offers a protected option for daily travel and recreation. After years of coordination, the ribbon cutting marks a visible shift from concept to concrete along the river’s edge.
