South El Monte officials approved two new initiatives aimed at expanding support for local veterans, rolling out an emergency food assistance hotline and formalizing a Flags of Valor program to raise and distribute aid.
The City Council voted unanimously on Nov. 4 to establish a phone hotline for South El Monte veterans needing emergency food assistance. The action came as part of a broader discussion on veteran services and community-based support tools.
Under the approved motion, the hotline will be administered by the city, with calls directed to connect veterans with donated food resources. Councilmember Larry Rodriguez, who brought forward the item, told colleagues he will personally assist with collecting and delivering food to veterans who call, at least initially, until nonprofit partners or organizations are able to provide longer-term support.
City staff were directed to set up the hotline infrastructure and coordinate outreach so veterans know how to access the service. Councilmembers framed the hotline as a stopgap response to immediate needs while broader resource coordination is developed.
South El Monte Veterans Hotline Targets Food Needs
Council discussion reflected concerns about food insecurity affecting veterans and gaps in access to timely assistance. Rodriguez said the hotline allows veterans to seek help directly, without navigating complex application processes, especially during urgent situations.

In a separate unanimous vote, the council approved a Flags of Valor Fund Management Plan and a veteran support application and selection process. The program designates the City of South El Monte as administrator of funds raised through Flags of Valor, a community-based fundraising effort.
Under the plan, funds will be raised through the display of commemorative flags, with proceeds earmarked to support local veterans in need. City staff will oversee fund management, application review, and distribution to ensure transparency and consistent criteria.
The approved application process outlines how veterans may apply for assistance and how recipients will be selected. Councilmembers emphasized that the framework is intended to provide fair access while maintaining accountability over donated funds.
Veteran Presence Shapes City Actions
Veterans have maintained a visible presence in South El Monte civic life, from participation in city-sponsored events to advocacy for access to resources. During the same meeting, the council also approved a facility fee waiver for the South El Monte Veterans Senior Baseball Team, underscoring continued city support for veteran-centered programs.
Councilmembers referenced the importance of recognizing veterans not only through ceremonial efforts but through practical assistance. The Flags of Valor program and the new hotline reflect that shift toward direct service.
