Rodolfo “Roy” Melendez has been named the 2025 Employee of the Year for the El Monte City School District (EMCSD), a recognition that reflects more than two decades of dedicated service to his community. A former student of the district, Melendez currently serves as an Assessment and Research Specialist II, where his commitment to supporting students and staff through data-informed practices has left a lasting impact.
Melendez’s path to public service started at Rio Hondo School, where he experienced the diversity of El Monte firsthand. “I enjoyed my experience there,” said Melendez. “It was great to get to know a diverse community and get a different perspective on life.” Inspired by that early foundation, he returned to the district years later, aiming to give back to the very community that shaped him.
A Vital Role in Student Achievement
In his current role, Melendez develops data systems, analyzes student performance, and works alongside educators to improve instruction. His behind-the-scenes efforts have directly contributed to student learning outcomes across EMCSD schools.
“Roy has been instrumental in designing tools that help us better understand and serve our students,” said Dr. Rudy Torres, Director of Instruction. “He presents himself as someone who authentically cares about the people he works with.”
As Employee of the Year, Roy Melendez’s contributions go far beyond technical skill. Known for his humility and helpfulness, he is often the first to offer assistance to colleagues who need support. “I want to be able to help my colleagues with whatever work they need to do,” he said. “This is the type of person I am; I want to work as hard as I can for those who need the information.”
Countywide Recognition for Dedication
At a recent EMCSD Board of Education meeting, Melendez received an unexpected surprise: in addition to the district honor, he had also been named the 2025 Employee of the Year for the Los Angeles County Office of Education (LACOE).
Assistant Superintendent of Educational Services Dr. Teresa Pinedo praised the recognition. “He is the most caring, genuine person,” said Pinedo. “He is willing to do whatever it takes to get the job done, to get your job done. He wants everyone to be successful.”
Melendez’s reaction was characteristically humble. “I’m still in shock,” he said. “Finding out and then coming to the reality of it—it was never something I sought out.”
