The Rosemead School District and all five of its campuses have earned a 2025 California School Boards Association Golden Bell Award for Educational Excellence, a statewide honor recognizing innovative and effective public school programs.

The Golden Bell Award recognizes the district’s leadership development initiative known as Leader In RoseMEad, a locally adapted version of Franklin Covey’s Leader In Me framework. District officials said the program has strengthened school culture, increased student engagement, and supported academic growth across all campuses.

All five Rosemead schools received the honor alongside the district. The campuses include Encinita Elementary School, Mildred B. Janson Elementary School, Savannah Elementary School, Emma W. Shuey Elementary School, and Muscatel Middle School.

District leaders announced the award in a statement released Jan. 9.

“This award is a testament to the collective commitment of our students, staff, administrators, and families,” Superintendent Dr. D’Agostino said. “Leader In Me: Leader In RoseMEad is more than a program. It is a mindset that builds confidence, accountability, and leadership skills in every student.”

Leadership Program Gains Recognition

Leader In RoseMEad centers on leadership development, shared responsibility, and habits tied to personal effectiveness. District officials said the approach encourages students to take ownership of their learning while fostering collaboration among staff and families.

According to the district, the program has improved school climate and strengthened partnerships with parents and caregivers. Administrators credited consistent implementation across campuses as a key factor in the program’s success.

The California School Boards Association Golden Bell Awards honor exemplary governance practices and programs across school districts and county offices of education. Recipients are selected from districts throughout the state that demonstrate innovation and a commitment to student success.

Board of Education President Ms. Armenta praised the districtwide effort behind the recognition.

“On behalf of the Board of Education, I extend my heartfelt congratulations to our entire Rosemead community,” Armenta said. “This award reflects the power of collaboration and our shared belief that every student can lead.”

Districtwide Impact

Rosemead School District serves students living in Rosemead and parts of El Monte, San Gabriel, and Temple City. The district enrolls more than 2,400 students in four elementary schools and one middle school.

District officials said the Golden Bell Award highlights long-term work to support the whole child, including social and emotional development alongside academic achievement. Leaders said the recognition also affirms the district’s focus on preparing students for future success through leadership skills.

The district will receive formal recognition during the California School Boards Association Golden Bell Awards celebration later this year. The event brings together honorees from across California who exemplify equity, innovation, and excellence in public education.
