RHCDC Installs New Board of Directors

The Rio Hondo Community Development Corporation held its RHCDC board installation at its annual meeting and luncheon on September 17 in El Monte. The RHCDC board installation marks the start of the 2025–2026 fiscal year. Attended by local leaders and community members, the event underscored the nonprofit’s commitment to affordable housing and neighborhood revitalization.

New Board Installation Details
Returning directors Michael McClure as president, Cesar Perez as vice president, Eugene Moy as treasurer and Joseph Ramirez as secretary were formally seated. They will be joined by new board member Flora Molinar. General members include Dr. Edward Zuniga of the El Monte Union High School District, Maro Caleron of Friends of the Children Los Angeles, community representative Cynthia Huizar and Shannon Ferreira of Ramona Property Managers, Inc. The diverse board reflects RHCDC’s focus on local leadership and community voices.

Kenneth Ferreira, RHCDC executive director, said the group brings a wealth of expertise. “This board brings together community voices, business expertise and a deep commitment to the support of low-income households,” he said. He noted that strong leadership is vital as RHCDC expands its reach throughout the San Gabriel Valley.

Board Members Bring Community Expertise
Over the past year, RHCDC led the closing of Viscar Terrace Apartments, a 172-unit low-income development in Riverside County. It also launched the inaugural Housing For All Scholarship, awarding $9,000 to local students. These successes illustrate the board’s ability to guide large-scale projects. Board members will now oversee strategic planning, fiscal oversight and program development across El Monte and neighboring cities.

The governing body will work on new initiatives to preserve existing affordable housing and promote economic opportunity. They will also strengthen partnerships with civic organizations, regional business associations and municipal leaders. Their efforts will focus on areas such as Baldwin Park, Rosemead, Arcadia, Temple City and Irwindale, where RHCDC has active programs.

Board Guides Housing Initiatives
As a certified 501(c)(3) nonprofit and federally recognized Community Housing Development Organization, RHCDC relies on its board for strategic guidance. Members will review grant applications, assess development proposals and ensure adherence to state and federal regulations. They will also champion community outreach to engage residents in planning and decision-making.

Looking ahead, the board plans to launch a series of town-hall meetings and workshops across the valley. These sessions will inform residents about affordable housing options, financial counseling and workforce development programs. Board member Flora Molinar emphasized the importance of listening to community needs and tailoring solutions accordingly.
