New Temple Park Facility Improvements Move Forward

The City of South El Monte is advancing a long-planned effort to upgrade New Temple Park, combining a new community facility with broader park infrastructure improvements. The project, discussed in city and school district records since 2023, centers on replacing aging structures with a modern multi-purpose building, snack bar space, and ADA-compliant restrooms.

On March 2, the city announced that U.S. Rep. Gil Cisneros secured $500,000 in federal funding to support the New Temple Park improvements. City officials said the funding will help expand recreation and community programming at the park.

New Temple Park sits at 1450 Lidcombe Ave. and serves as a shared recreation space near local school facilities. The park hosts sports programs, community gatherings, and after-school activities.

New Temple Park Facility Improvements Planned

City documents describe the main project as construction of a new community facility that includes a multi-purpose room designed for events, recreation programs, and educational activities. Plans also call for a snack kitchen and modern restrooms built to meet ADA accessibility standards.

The new building would replace existing restroom and community room structures currently on the site. Project materials indicate the current snack bar building would remain and be repurposed for storage rather than demolished.

Design discussions in early planning stages included entrance placement, safety considerations, and how the facility should face nearby sports fields. A later meeting agenda also referenced kitchen layout and equipment planning for the snack facility.

Architectural work has involved Los Angeles-based firm LOC Architects. Planning materials show collaboration between the city and the Valle Lindo School District because the park sits next to school facilities and shares program space.

Timeline and Permitting Process

Initial procurement for design services began in September 2023. City records show proposals for the design contract were due in October of that year, followed by project development through 2024.

A project presentation from early 2024 outlined a tentative timeline with design kickoff in January 2024, permit review in mid-2024, and construction beginning in June 2025. Completion was originally projected for February 2026, though later meeting records suggest the permitting and engineering process continued into late 2024.

The project must pass review through California’s school facility oversight process because of its location next to school property. Materials reference coordination with the California Geological Survey for geologic hazard assessment tied to Division of the State Architect procedures.

City reports in 2024 noted that engineers were still working through building systems and design details. Public records do not yet confirm whether construction has begun.

Funding Sources and Project Cost

Early cost estimates placed the project at about $1.45 million. Funding sources identified in city meeting materials include grants from the California Natural Resources Agency, state budget allocations, Measure A park funding from Los Angeles County, and city park development fees.
