BALDWIN PARK — Councilmember Emmanuel J. Estrada will receive regional recognition for work that ActiveSGV says has expanded opportunities for Baldwin Park families. The Estrada ActiveSGV elected official award recognizes his efforts involving housing, homelessness programs, parks and other community investments.
ActiveSGV selected Estrada as its 2026 Outstanding Elected Official. The organization will honor him during Noche de las Luminarias on Thursday, Sept. 17, at the Grapevine Arbor in San Gabriel.
The award recognizes an elected official who uses public office to expand opportunities for residents. ActiveSGV cited several Baldwin Park projects in announcing Estrada’s selection.
Estrada ActiveSGV Elected Official Recognition
Estrada moved to Baldwin Park at age 10 and was raised by a single immigrant mother. He attended local schools and graduated from Sierra Vista High School.
His education later included automotive services, an associate degree in marketing and a bachelor’s degree in business administration.
Before reaching City Hall, Estrada worked full time as a logistics coordinator and part time as a cashier while financing his first council campaign.
Baldwin Park voters elected him to the City Council in 2020, when he was 26. He later became one of the youngest mayors in Baldwin Park history and won reelection in 2022.
Housing Projects Address Community Needs
ActiveSGV highlighted Estrada’s involvement with Esperanza Villa, which opened in 2021. The tiny-home community provides temporary housing and supportive services for Baldwin Park residents experiencing homelessness.
The project involved a partnership between Baldwin Park and the San Gabriel Valley Council of Governments.
Serenity Homes followed in 2022, providing housing for families with young children experiencing homelessness. ActiveSGV describes it as California’s first facility specifically designed to serve that population.
The organization also credits Estrada with leading a $5 million partnership with Habitat for Humanity supporting affordable housing development in Baldwin Park.
Together, the projects address emergency, transitional and longer-term housing needs facing local residents.
New Parks Expand Community Space
ActiveSGV also cited Estrada’s work to increase park space. The organization credits him with helping secure land for four new parks in Baldwin Park.
Plans include the future Tongva Park, which will recognize the Indigenous people whose history in the region predates modern San Gabriel Valley communities.
The work aligns with Estrada’s interest in public health. According to ActiveSGV, he is pursuing a master’s degree in public health and has focused on connections between residents’ surroundings and well-being.
ActiveSGV advocates for healthier and more sustainable San Gabriel Valley communities through transportation, environmental and quality-of-life initiatives.
Recognition Returns Focus To Baldwin Park
The Estrada ActiveSGV elected official honor follows previous recognition for Baldwin Park. ActiveSGV named the city its Outstanding City/Public Agency in 2019. City staff member Yuriko Ruiz Esparza received its Outstanding City Staff award in 2022.
Estrada will receive his award during the Sept. 17 event, scheduled from 6 to 9 p.m.
Six years after voters first elected him, the recognition highlights projects addressing fundamental community needs. Those efforts include housing, homelessness services and neighborhood parks in the city where Estrada grew up and began his public service career.
