Baldwin Park Expands Support for Local Homeless Programs

Baldwin Park’s ongoing commitment to addressing homelessness received new momentum this month with nearly $1 million in County funding dedicated to strengthening the city’s housing and shelter programs. The $917,362.17 grant, allocated by Los Angeles County Chair Pro Tem and First District Supervisor Hilda L. Solis, will directly support Baldwin Park’s Homelessness Initiative, including the city’s cornerstone programs—Serenity Homes and Esperanza Villa.

Funding boosts key local shelters

The new funds will cover more than a quarter of Serenity Homes’ annual operating agreement and nearly half of Esperanza Villa’s. Both programs form the foundation of Baldwin Park’s strategy to reduce homelessness and connect residents to stable, long-term housing.

Serenity Homes provides transitional housing and wraparound services for individuals and families rebuilding their lives. Participants receive case management, job readiness training, and access to healthcare resources—tools designed to help them achieve independence and financial stability.

Esperanza Villa, the city’s innovative tiny home community, offers private sleeping cabins, daily meals, and on-site support services. Since its launch, the village has provided a safe and structured environment for dozens of unhoused residents, helping them transition toward permanent housing and employment opportunities.

Community-driven approach to care

The Baldwin Park Homelessness Initiative represents a collaborative model involving the city, Los Angeles County, and regional nonprofit partners. Together, they coordinate outreach efforts, emergency response, and re-housing programs for residents throughout the San Gabriel Valley.

Local officials emphasized that maintaining these partnerships—and the services they provide—is vital to the city’s long-term success in reducing homelessness. The new Measure H and County grant funding will help sustain operations while allowing the city to expand outreach and case management capacity.
