BALDWIN PARK — The Baldwin Park Animal Care Center is set to receive its largest capital improvement project to date, a $1.7 million investment aimed at strengthening animal care and expanding services for families throughout the eastern San Gabriel Valley.
Los Angeles County officials broke ground on the modernization project this week, marking a significant upgrade for one of the region’s primary public animal shelters. The improvements are expected to enhance conditions for animals awaiting adoption while improving the experience for residents seeking pet services, lost-and-found assistance and animal care resources.
Serving Baldwin Park, El Monte, Irwindale, Industry, Walnut, West Covina, several contract cities and 12 unincorporated Los Angeles County communities, the Baldwin Park Animal Care Center plays a key role in the county’s animal welfare system. In addition to housing adoptable pets, the facility provides dog licensing, microchipping, reunification services and information about affordable veterinary care.
Supervisor Hilda L. Solis, who chairs the Los Angeles County Board of Supervisors, said the investment addresses long-standing facility needs while improving services for both animals and residents.
“I am proud to break ground on these long-overdue improvements, which will strengthen services for both animals and the families who depend on this facility,” Solis said. “Every animal deserves a safe, healthy environment while awaiting a permanent home, and every resident should have access to high-quality animal care services.”
Baldwin Park Animal Care Center Modernization
The project includes new outdoor shade structures, upgraded veterinary equipment, air-conditioned cat kennels, replacement fencing and repainting throughout the facility. Construction is expected to conclude in late fall 2026.
While the improvements may appear routine, many directly affect animal health and daily operations. Additional shade and climate-controlled housing can reduce heat stress for animals awaiting adoption, while upgraded medical equipment supports veterinary staff as they evaluate and treat animals entering the shelter.
Marcia Mayeda, director of the Los Angeles County Department of Animal Care and Control, said the project represents a milestone for the facility.
“These improvements will enhance the care we provide and help ensure animals and residents continue receiving the services they need,” Mayeda said.
The Los Angeles County Development Authority is managing construction. Executive Director Emilio Salas said the project will improve both the shelter environment and public access to services.
Supporting Communities Across The Region
The groundbreaking also served as a community resource event, with more than 100 families receiving free pet food, supplies and information about available services. Shelter staff also promoted participation in the national Clear the Shelters campaign, which waives adoption and licensing fees throughout August to encourage more animals to find permanent homes.
