ROSEMEAD — Rosemead Housing Investment will direct nearly $1 million in federal funding toward affordable housing, neighborhood improvements and community services under the city’s proposed Program Year 2026-27 Action Plan. The spending plan outlines how approximately $973,000 in federal grants would support housing rehabilitation, public services and nonprofit programs that serve residents throughout the city.
The City Council is expected to consider the action plan, which allocates an anticipated $542,776 in Community Development Block Grant funding, $230,551 through the HOME Investment Partnerships Program and about $200,000 in remaining Community Development Block Grant Coronavirus funds.
According to the proposal, the funding will help preserve affordable housing, improve public facilities, strengthen neighborhood infrastructure and expand services for low- and moderate-income households, seniors and families experiencing housing insecurity.
Rosemead Housing Investment Prioritizes Affordability
Affordable housing remains the largest focus of the proposed spending plan. City officials recommend allocating $120,000 to the owner-occupied housing rehabilitation grant program and another $50,000 for owner-occupied rehabilitation loans. An additional $172,551 in HOME funding would expand the rehabilitation loan program, while the city would continue offering homebuyer assistance to income-qualified residents.
The annual action plan builds on priorities established in Rosemead’s five-year Consolidated Plan. Those priorities include expanding affordable housing opportunities, improving community services, upgrading infrastructure, supporting economic development and addressing homelessness.
The proposal also dedicates funding to city-operated programs that serve local residents. The Senior Nutrition Program would receive $20,000 in Community Development Block Grant funding to continue providing meals and social opportunities for older adults. The Summer Youth Employment Program is recommended to receive $4,000 to provide paid work experience for low-income residents ages 14 through 17 while introducing participants to careers in public service.
Federal Funds Support Local Services
Several nonprofit organizations are also recommended to receive funding through the action plan. Those organizations include the Asian Youth Center, Family Promise of San Gabriel Valley, Fair Housing Foundation, Goodwill Southern California, Heart of Compassion, Herald Christian Health Center and Wealth by Health. Their services include housing assistance, food distribution, workforce development, healthcare access, legal counseling and homelessness prevention.
The proposal also reserves funding for future public facility improvements, neighborhood infrastructure projects, fair housing services and economic development initiatives designed to improve quality of life throughout Rosemead.
City staff developed the recommendations following a public outreach process that included a notice of funding availability, a public review period and public hearings. Applications submitted by nonprofit organizations were evaluated before staff prepared recommendations for the City Council.
If approved, the action plan will be submitted to the U.S. Department of Housing and Urban Development, allowing Rosemead to receive the federal funding and begin implementing programs during the 2026-27 program year.
