The Baldwin Park Stakeholders Oversight Committee on Oct. 14 approved $40,000 to launch a new recreation reimbursement program for local youth. The program will cover up to $200 in registration fees for sports, arts, and specialty classes for residents under 18.
City staff said the program aims to reduce financial barriers to youth participation. Eligibility will follow Community Development Block Grant income guidelines, ensuring support reaches lower-income families.
“This program will benefit Baldwin Park youth under the age of 18,” city staff presenter Maria L. Moreno said during the meeting.
Reducing Barriers for Families
According to the staff report, reimbursements will be limited to $200 per participant. Applications will require proof of residency and income, with city staff verifying eligibility.
Activities offered outside Baldwin Park will qualify if similar options are unavailable locally—for example, bowling or specialty art classes. Staff said the initiative draws from a previous reimbursement model used during the pandemic under the American Rescue Plan Act.
Committee Votes for Youth Investment
Committee members expressed strong support for the proposal, emphasizing its value as an investment in local youth development. Members Hernandez, Martha Carcamo, Nguyen, Vice Chair Jackson, and Chair Lara all voted in favor of the motion, which passed unanimously.
The committee’s discussion reflected a broader city effort to make recreation accessible to all families, particularly those affected by rising living costs.

City staff reported a fiscal impact of $40,000 and provided examples of income thresholds based on area median income. Officials said more program details—including application forms, documentation requirements, and the residency verification process—will be finalized in the coming weeks.
