El Monte Union Master Plan Moves Forward

The El Monte Union High School District (EMUHSD) is preparing the next phase of its facilities master plan, a roadmap for campus modernization, safety upgrades, and program support. District leaders are inviting families, staff, and community members to attend a series of town hall meetings throughout October to provide input.

The master plan will guide long-term investment in classrooms, science and engineering labs, energy efficiency, athletic facilities, and arts spaces. EMUHSD officials describe it as an essential tool for maintaining safe, modern campuses while ensuring the district remains eligible for state matching funds.

Town halls across district high schools
Community members may attend sessions at Fernando R. Ledesma High School on October 7, Rosemead High School on October 8, South El Monte High School on October 14, Mountain View High School on October 23, Arroyo High School on October 28, and El Monte High School on October 30. Each meeting runs from 3:30 to 5 p.m. An online survey is also available through the district’s website for those unable to attend in person.

Previous master plan improvements
The district’s recent projects highlight the impact of earlier facility planning. Since 2018, EMUHSD has invested more than $275 million into campus upgrades, funded largely through voter-approved bond measures. Projects have included new HVAC systems to improve air quality, gym modernization, enhanced athletic fields, and updated classrooms.

At Rosemead High School, past efforts brought stadium bleacher replacements, restroom renovations, and expanded library resources. South El Monte High School benefited from air conditioning in its gymnasium, safer kitchen systems, and new campus security technology. Mountain View High School recently completed a modernization project that included upgraded classrooms, landscaping, outdoor seating, and new engineering labs. El Monte High School is currently building a new track and field complex with modern bleachers, restrooms, concessions, and improved parking.

Sustainability and safety upgrades
The district has also pursued energy-efficient systems. Through participation in SoCalREN programs, five campuses have been fitted with upgraded heating and cooling systems designed to cut energy use and improve classroom comfort. Plans for solar panels, LED lighting, and battery storage are also under review. Safety measures, including wireless automatic lockdown systems, have been installed to strengthen emergency readiness.

Looking ahead
District leaders emphasize that this master plan is not simply a facilities list but a long-term strategy tied to student success. “The Facilities Master Plan Update is a roadmap for how EMUHSD will improve school buildings to support programs for student success,” reads the district announcement.

Once public feedback is collected through town halls and surveys, the Board of Education will review the final plan. Adoption will allow the district to continue drawing on state funding and move forward with phased construction projects as resources permit.
