Roadside Park Project Breaks Ground in Baldwin Park

The City of Baldwin Park is moving forward with the Roadside Park Project, a new 0.80-acre community park located at 1081 Leorita Street, adjacent to Kaiser Permanente Baldwin Park Medical Center and just south of the I-10 Freeway.

The project aims to convert two vacant parcels into a vibrant public space featuring a nature-based playground, outdoor fitness equipment, shaded picnic areas, benches, and a central green open space. Plans also include pedestrian lighting, walking paths, and native landscaping designed to encourage outdoor activity in a safe, welcoming environment.

Stormwater Infrastructure and Environmental Goals

Beyond recreation, the project incorporates environmental features below the surface. Planned stormwater capture infrastructure will help collect and filter runoff, improving local water quality and recharging the groundwater basin. The site’s proximity to impervious surfaces and freeway runoff makes it a strategic location for stormwater improvements.

According to the Mitigated Negative Declaration released as part of the city’s environmental review, the project qualifies for exemption under CEQA and is not expected to have significant adverse impacts on the surrounding area. The study notes that incorporating stormwater systems supports Baldwin Park’s Sustainable Communities Strategy.

Design and Funding Partners

The design for the park is being developed by DVD Creative, a landscape architecture firm that has worked on similar public park projects throughout Southern California. The project is being funded through a $2.1 million grant awarded by the National Park Service’s Land and Water Conservation Fund, a program focused on expanding outdoor recreation access and improving public lands nationwide.

Community Use and Access

Located near a major healthcare provider and dense residential areas, the Roadside Park Project will serve as a much-needed green space for families, seniors, and patients. The Baldwin Park General Plan identifies the area as underserved in terms of public parks, with limited access to open space within walking distance.

The city has not released a detailed construction timeline, but site preparation and permitting are currently underway. Updates will be provided through the city’s parks department and official announcements as the project progresses.
